The Communauté de Communes de la Côtière in Montluel, Ain (3CM) has embarked on an ambitious program to increase its production of renewable energies by 14% by 2030. To achieve this goal, it has called on Naldeo Stratégies Publiques to conduct feasibility studies for solar photovoltaic projects.
Under the aegis of the "Objectif Nouvelles Energies" initiative, the 3CM has endeavored to generalize the production of renewable energies on its territory by encouraging projects for the self-consumption and/or sale of solar electricity. A selection of ten sites, including schools, gymnasiums, a multi-purpose hall and a rainwater treatment plant, was carried out in collaboration with the Agence Locale de l'Energie et du Climat de l'Ain, highlighting their exploitable solar potential.
The task entrusted to Naldeo was to assess the technical and economic characteristics of the installation of solar photovoltaic power plants, whether roof-mounted or ground-mounted, and connected to the public distribution grid. Several scenarios were considered for each site, including self-consumption with or without sale of the surplus, as well as total sale of the electricity produced.
Naldeo Stratégies Publiques developed technical solutions adapted to each scenario, optimizing the sizing of the installations to maximize electricity production in relation to the site's needs, thus reducing the occupants' dependence on fluctuations in market prices. Similarly, the use of available roof surfaces was optimized for full sale of the electricity produced, taking full advantage of the feed-in tariff applicable to installations of up to 500 kWp.
A specific tool was developed in-house to facilitate the sizing of solar photovoltaic projects, considering the technical, economic and regulatory parameters specific to each site. These opportunity studies have enabled 3CM's elected representatives and departments to make informed decisions regarding the identification, prioritization, and commitment of projects, while offering a vision of the most suitable contracts.
