The coastal area of the Manche department, with its extensive seafront, is frequently exposed to high winds. Storms frequently damage electricity distribution networks, causing power cuts. These networks are managed under a concession contract with Enedis and EDF, which the Syndicat départemental d'énergie (SDEM50) wished to renegotiate before it expired. The Syndicat's objective was to include new commitments aimed at reinforcing infrastructure reliability and improving the quality of electricity distribution, as part of the region's energy transition.
Following a call for tenders, SDEM50 chose Naldeo Stratégies Publiques to assist it in drawing up a diagnosis of the public service under concession and in negotiating the terms of the new concession contract. Our mission was to identify the points of vulnerability of the electrical distribution network, to define the priority investments to be made in the territory, and to improve the performance of the public service under concession.
Naldeo Stratégies Publiques proposed new contractual commitments aimed at sustainably improving the public electricity distribution service, effectively targeting the investments needed to resolve vulnerabilities, and facilitating the energy transition, particularly in the non-interconnected zone of the Island of Chausey. During the negotiation phase, a financial commitment from the concessionaires of 30 million euros over 4 years was obtained to modernize and improve the performance of the electricity distribution network. In addition, the concessionaires undertook to reduce the average power cut from 121 minutes to 90 minutes per inhabitant per year by the end of the concession contract.
